The Europa CEPT (European Conference of Postal and Telecommunications Administrations) is an organization that issues stamps with a common design theme for its member countries. Each year, member countries release stamps with a common theme chosen by the Europa CEPT.
In 1963, the Europa CEPT issued its first stamps with a common design theme, and since then, various themes have been chosen each year. Themes typically revolve around cultural, historical, or natural aspects of Europe.
That said, individual countries might have issued stamps with circus-related themes outside of the Europa CEPT program. Some countries have indeed featured circus-related imagery on their stamps as part of their own stamp issuances. These stamps might depict circus performers, animals, or scenes from circus performances.
