The “chain breaker stamps” hold historical significance as they symbolize the emergence of the Slovenian state and its desire for independence during the final months of World War I. In October 1918, the National Council of Slovenes, Croats, and Serbs declared the formation of an independent state, and shortly afterward, the National Government of the State of Slovenes, Croats, and Serbs (SCS) was confirmed in Ljubljana. On November 14, 1918, the government established the Postal and Telegraph Directorate for the entire Slovenian territory, with its headquarters in Ljubljana. The preparations for printing the first stamps were completed in November 1918, with the inscription “Država SHS” (State of Slovenes, Croats, and Serbs). The first two stamps featuring the figure of a slave were issued on January 3, 1919. Subsequent stamps in the series were issued until October 1920.
